John H. McCormick Educational Outreach

Robert Klinger 2011 Educational Outreach

Robert W. Klinger has been selected by the Central Pennsylvania Engineers Week Council to receive the 2011 John H. McCormick Educational Outreach Award. The award focuses on his ongoing efforts to expose students to the world of engineering, science and technology. He has achieved this primarily through his work with the Harrisburg ITT Technical Institute. His work with the school has provided invaluable real-world knowledge and insight into career paths.

Bob served in the Naval Reserve from 1954 to 1963 as an Electronics Technician 2nd Class. His educational background includes the Capitol Radio Engineering Institute in Washington, DC, and the Pennsylvania State Police Academy Class A School in Hershey, PA. Bob used his technical knowledge to build a successful career developing infrastructure and educating clients. While working at Syntonic Technology, Inc., his clients included the Penn Central Railroad, the PA State Police, the PA Turnpike, PA DER and PennDOT. He also worked at Motorola C&E, Inc., working on projects involving PEMA, the PA Game Commission and Bureau of State Parks. He was involved in the response to the Three Mile Island Nuclear Incident and the Johnstown Flood of 1977. He later moved to the Governor’s Office of Administration and ultimately to the Pennsylvania Office of Attorney General (OAG). Bob served at the OAG for more than 25 years. While there, the Commonwealth’s microwave and digital 800 mhz radio communications statewide system was implemented. He also was responsible for electronic audio and video surveillance, wiretapping and electronic countermeasures for criminal investigations.

Bob retired from the OAG in 2007. His technical work however did not end with retirement. In 2009, Bob served as President of the Central Pennsylvania Engineers Week Council (CPEWC) where he was a strong advocate for their Education Outreach program. He is still actively involved with the Association of Public-Safety Communications Officials (APCO), the Institute of Electrical and Electronics Engineers (IEEE) and the Engineers Society of Pennsylvania (ESP). One of his favorite activities is talking to the students at Harrisburg’s ITT Technical Institute. From 2008 through 2010, Bob provided technical support and lecture on 34 visits. The topics included Electronics, Criminal Justice, and drafting/design. He also organized field trips to provide the students a window on real world experience. The field trips included a PSP Barracks Tour, visits to the Lower Allen 911 Center, and PA Game Commission. It’s easy to see that Bob’s work has touched hundreds of lives.

Bob’s dedication to the students at ITT Technical Institute is evident to all, as this quote from ITT’s Lou Skamangas indicates, “Bob has always been eager and willing to help our students with guest speakers, field trips, and presentations. He has been very generous with his time; so much so that I didn't have to ask him for help because he always offered first.”

Bob lives in Lower Allen Township with his wife of 50 years, Jean. He has two children – Doug, 42 and Suzanne (deceased). Bob has kept busy with a wide range of leisure activities, including fishing and traveling.
